Responsibilities
  • 1) Leadership and stakeholder management: Develop and maintain a culture of continuous improvement, focusing on efficiency optimization of both current and future processes within the scope of the assigned job. Develop and maintain effective relationships with all relevant internal and external stakeholders. Manage, develop, recruit, retain the assigned subordinate. Setting direction and guidance to subordinate as needed to stay on target; ensure all deadlines are met and consistent service. Accountable for designing and continuous enhance working procedure (where necessary), guidance, timeline, and outcome to subordinates and other relevant stakeholders and make amendments in case any changes in process, where necessary, to ensure targets are effectively achieved. Lead and deliver Account Receivable Finance training program for the finance as well as non-finance staff.
  • 2) Accounts Payable: Manage the payment process of the university to ensure timeliness and accuracy and compliance with university policies as well as applicable tax rate per tax regulations; Accountable for the maintenance of proper AP supporting documents in compliance with Vietnam accounting and tax regulations as well as University policies; Manage reconciliation process of account payable balance with vendors. Manage all intercompany payable transaction and payments process to ensure proper documentation in place for Vietnam accounting and tax purpose; Lead and accountable for year end and month end AP accrual process pursuant to both VAS and AASB; Manage team member in handling service now tickets and customer inquiries regarding accounts payable subject matter. Other tasks to be assigned by supervisor.
  • 3) Expenditure Management: Lead and Accountable for expense allocation drivers’ principle and ensure it is properly set up in to ERP system for accurate allocation accordance to VAS, local law and regulations; Manage pre-paid expense amortization process to ensure accuracy and timely of university expense in accordance to Vietnamese Accounting Standard (VAS) and Australian Accounting Standards Board (AASB); Manage company credit card expense report and company credit card management. Manage expense report and reimbursement of RMIT staff to ensure it is complied with Business expense policy and related policies. Ensure Management and stakeholders are provided with quantitative, accurate and timely expenditure analysis for decision making. Accountable for expenditure allocation policy of RMIT to ensure all expenses treatments are compliance with VAS and AASB. Manage projects and its expenditure recognition in compliance with regulations and RMIT financial policies.
  • 4) Tax Management including but not limited to Value Added Tax (VAT) Input, Foreign Contractor Tax (FCT) and Corporate Income Tax (CIT): Manage the taxation matters related to account payable function including but not limited to Corporate Income Tax deductible expense, creditable input VAT, Foreign Contractor Tax (FCT), irregular Personal Income Tax (PIT), import tax; Review and be first approval for accuracy and timely of Value Added Tax input reports of all campuses. Set up key allocation driver and manage allocation process of VAT input among difference business line of the University. Manage non-deductible expenses incurred by operation units, identify the area for improvement and provide solution for minimize non-deductible expenses. Provide strategic tax advice related to account payable function to management and stakeholders to ensure compliance and tax saving.
  • 5) Service Connect Management: Managing account payable service connect to ensure all tax and accounting enquiries related to account payable functions are effectively dealt with, ensuring comprehensive responses are provided from the relevant finance team members; Provide direction and guidance to account payable team in dealing with service connect enquiries effectively with customer-focused, service and result oriented mindset, Regularly monitor and evaluate the overall effectiveness of Service Connect process; identify and provide solutions to enhance the service that the account payable team provide to stakeholders.
  • 6) Reporting: Lead and manage AP team to close monthly and yearly AP function to ensure closing procedures are properly implemented by all team members adhering to group closing timetable. Ensure meaningful, accurate and executive Account Payables report being delivered to management on time with providing analysis and recommendation to ensure robust control and compliance on expenses, payment and AP; Manage the reconciliation process to ensure all AP balances are well reconciled in detail in the ERP system and blackline. Review relevant reports of tax return and tax calculation, including CIT deductible expense, creditable input VAT, Foreign Contractor Tax (FCT), irregular Personal Income Tax (PIT), import tax, etc. of all campuses to ensure tax obligation are properly calculated; Take charge of the report for annual Financial Statements regarding account payables, cost allocation, etc. pursuant to both VAS and AASB; Accountable for response in relation to in-charge area to internal/external auditors and tax authorities (both Vietnam and Australia) in annual audit and tax audit;
  • 7) Control and Compliance: Manage all relevant AP accounting records and documentation in accordance with VAS, AASB, University policies and tax laws; Periodical review to timely identify areas of improvement and make recommendations in account payables management process to enhance internal control and services; Embed risk tax and accounting risk management into advice delivered to other functions, team to effectively uphold the compliance; Ensure tax and accounting advice noted by external or internal advisor / auditor report and suggested actions in relation to account payables being properly implemented; Actively coordinate with Assets team to manage cashflow for capex payment and control University’s asset.

Requirements
  • Degree in Accounting or Finance. Postgraduate qualifications for Accounting/Finance/ CPA/ AACA is preferable. Intensive accounting knowledge and working background in similar position (from at least 05 years) in a medium to large multi-national organisation, or 05 years audit experience in Big4 firms; Excellent understanding of tax and statutory accounting in Vietnam. Strong knowledge of IFRS/ AASB. Proven capability to understand the business context to draw an appropriate balance between control/ compliance and giving support to operation with customer-focussed and result-oriented mindset. Ability to work independently while demonstrate strong teamwork and team leadership with a flexible approach to the work environment. Ability to work under pressure and prioritise completing demands; Commit to a high-quality customer service approach within the workplace; Strong interpersonal and communication skills, with the ability to work effectively with internal and external clients, in order to identify and solve problems causing non-compliance; Demonstrated knowledge and experience in using accounting software such as ERP system and/or standard Microsoft Office applications such as Excel, Microsoft Word; Ability to display appropriate behaviours in line with the position, as per the RMIT Behavioural Capability Framework (Connectedness, Commitment to Excellence – Improve and Simplify; Imagination and Innovation; Impact; Inclusion; Agility).   • English Proficiency: English is the language of teaching and communication at RMIT Vietnam. For this role, the minimum requirement is IELTS General with a score of at least 6.5 (or equivalent, as outlined in the Recruitment, Selection and Onboarding Guidelines). For any role, English Language Proficiency may also be proven by showing successful completion of secondary education to a level qualifying to enter university study while being instructed through the medium of English, as per the RMIT University recognised qualification list.
